With top receiver Ja’Marr Chase missing the game due to an injury, Burrow never got on track after totaling over 500 yards last week against Atlanta.
Burrow completed 25-of-35 pass attempts for 232 yards, and two touchdowns while throwing an interception.
Joe Mixon struggled running the ball again, totaling eight carries for only 27 yards.
The Bengals finished with only 36 yards rushing and were outgained in total yardage, 439-229.
Cincinnati will attempt to get back on track next week at home against Carolina.
